Back then, in the Telco golden era, not many CSP want/like to be early adopters. They want the technology fully released and already live/tested in other CSPs.
Nowadays, with the CSP struggling to compete with digital service (OTT) or want to transform to be one themself, they understood that in order to be agile and have faster GTM, they need to expose in certain level of risk of using "un-released" technology. They need to take part on the SDLC themself. They can't afford to be late adopter. They understood that change has never happened this fast before, and it will never be this slow again.
